
The Board of Supervisors, on Monday, August 26, approved an agreement with the Ventura County Deputy Sheriff ’s Association 2028 Memorandum of Agreement to modify the bilingual pay provision with no material impact on the funding system.
The Amendment was made by Supervisor Janice Parvin and seconded by Supervisor Kelly Long.
Tabin Casio, with the Human Resources Division, said the agreement aligns the bilingual pay provision for the Sheriff ’s Office.
“It establishes a basic and advanced pay level, the basic requires a moderate level of reading ability, and the advanced requires a more advanced vocabulary and the ability to write in those languages,” he said. “This administration also eliminates the requirement to retest every three years. That was a requirement that was unique to the Sheriff ’s contract, so we’re eliminating that.”
He said it allows the office to contract with a provider to offer an alternative to the County program, providing a more practical law enforcement exam.
“The Sheriff ’s Office supported the recommendations to present it to your office for adoption,” he said.
The Board also adopted a resolution from the Ventura County Employees’ Retirement Association and established one full-time equivalent (FTE) position of Managing Attorney, and deleted two positions: program assistant and manager of application development.
The item was brought forward by Long and seconded by Supervisor Matt LaVere.
“It increases the FTE of one position, the allocation of one Legal Management Assistant Four, and extends 5 of the 6 term allocations of assistant 3-c, technical specialist 4-b, and 1 administrative director 3.
It establishes 2 FTE positions for a technical specialist, 4-mb, effective August 21, 2025, through August 30, 2028.
Marjorie Diehl from the Ventura County Board of Management and Compensation stated that the action helps maintain a diverse workforce to meet the needs of its customers.
She said first, they want to establish a managing attorney for compliance work and part of the outsourced legal work.
“We’ll delete two positions for the approved budget and increase the FTE for the full-time legal management assistant position, from half-time to full-time, so the increased workload is completed accurately and timely,” she said. “We want to extend for one year six fixed-year positions originally for two years. Each will have three years in each position to make sure all work completed by the Alameda decision is done in a timely manner.”
She said they’ll also establish two fixed-term positions, ensuring updated completion of benefits calculations by the Alameda decision.
